AB 311 was introduced in Oct. 2011 and there was a public hearing.  9 days later 7 amendments, including Amendment 4, was offered. The assembly passed it on Nov. 1 without a public hearing.

Rep. Jeffrey Mursau added amendment 4 to allow hunting & trapping in state parks.  Most people did not hear about this until Nov., 2012 , a year later.

WI Heritage Sporting Act 168 allows hunters to share space with

other recreational users in a majority of most State Parks for 7+

months. Hunters are required to stay 100 yards from designated areas, but everyone else can go anywhere in the park.  They are not required tstay on trails.  Besides shot can travel up to 1200 yards.  

 

Republicans and Democrats and most hunters are against this law for many reasons, such as increased liability and because they enjoy other sports.  Hunters are about 7% of the population.  If 90% are against Act 168, then less than 1% of hunters support this law. This Act only adds 2% to the land used for hunting and there is another 1.1 million acres of tax relief land that they can hunt on. Not one single person said that they would feel safe sharing woods and trails with hunters. ï»¿ï»¿ï»¿

 

​Subchapter V of chapter 19 of WI law is about Open Meetings.

 It says, "a representative government of the American type is dependent upon an informed electorate, it is declared to be the policy of this state that the public is entitled to the fullest and most complete information regarding the affairs of government..." This law was rushed through at the end of the Spring session and signed by the governor on April 2, 2012 with little public notice and limited public discussion.  



We request that the DNR board ask for a delay in implementation until voices of the majority of Wisconsin people are invited to be heard concerning safety, legal, economic and environmental issues.​​

The issue concerning hunting in the state parks is back on the table!

 The Wisconsin Conservation Congress met on April 8th in every county in the State.

It is a poorly publicized advisory group with a lot of clout.  A DNR liaison for the Natural Resources Board said the executive committee introduced Question #70,  a recommendation to overturn the December 12 DNR 2 month decision and expand hunting in state parks for more than 7 months!  Most of the county meetings had a great turnout with much support for this issue. For more info go to WI Conservation Congress website.
